Legal considerations in driver education.

Abstract

A survey of Finnish road traffic legislation was made to develop connections between legal demands and educational potential mainly in driver training. Both legislation and educational science try to exert an influence on the human being. The overlapping of these two branches of knowledge proved to be large. The legislator emphasises danger and damage not safety. Accident criterion measured by accident statistics exist only within its traffic system. It is rather useless in the cases where a new element is imported into a traffic system, i.e. training a citizen to drive. The legal system is a complicated model for a driver. Educational measures are necessarily needed in legal implementation and driving in traffic. (A)
