Abstract

In Germany, courses for the restoration of the fitness to drive after licence revocation are provided for different offender groups (alcohol, drug and demerit point offenders). Providers of these courses are by law required to prove the effectiveness of the applied course programs. For the evaluation of effectiveness, the Federal Highway Research Institute (BASt) established specific "Reference Values" of legal probation in 2002. The objective of the study at hand was to collect valid data from the Central Register of traffic offenders in order to renew the old-established Reference Values from 2002 for the evaluation of measures in the area of driver rehabilitation. Additionally, the development of a standard method for continuous update of these Reference Values was to be achieved. Different indicators serve as criteria for legal probation. From the authors' point of view, repeated licence revocation and the recurrence of registered traffic offences provide for the evaluation of driver rehabilitation programmes. For both indicators, and several others, updated Reference Values were determined. On the base of judicially approved interpretation, the Reference Values were supplemented by a pertinence value to result in threshold values. During the course of the study, the Central Register was replaced by the Register of Driver Fitness. This replacement came along with several changes in traffic law. For indicators of legal probation and therewith connected Reference Values adjustments are required. These considerations were integrated in the development of a standard method for continuous update which is presented at the end of the report at hand. The presented method could be used to update Reference Values in regular intervals in order to take future development into account. (Author/publisher)
