Abstract

This publication offers information for establishing, implementing and maintaining an effective bicycle parking and stalling policy. The guideline comprises two parts. Part A contains recommendations regarding the drafting of effective bicycle parking and stalling policy. Part B addresses the implementation of this policy. The ideal policy process for bicycle parking and stalling is outlined in chapter 2 and addresses placing bicycle parking and stalling on the agenda, securing broad support and integration with related policy areas, drafting objectives, analysing the situation and generating solutions and, finally, converting the solutions into policy measures. Chapter 3 discusses drafting analysis recommendations for city centres, areas surrounding railway stations and older residential neighbourhoods. Chapter 4 presents analytical guidelines for `solitary functions' such as new residential constructions, companies and crowd-drawing facilities and coach stops. Chapter 5 presents practical information for all manner of bicycle parking and stalling systems concerning such aspects as the market supply, important quality aspects, choice of location, costs, etc. In addition to systems involving the placement of the bicycle inside or against parking and stalling facilities, and coverings, this chapter addresses personal storage facilities, bicycle lockers, company and neighbourhood bicycle shelters and guarded bicycle parking and stalling facilities. Chapter 6 presents a more detailed description of the application of neighbourhood and guarded bicycle parking and stalling facilities, including operation and management. Finally, chapter 7 offers a great deal of data, concerning technical aspects and dimensions, for the implementation of bicycle parking and stalling facilities in existing buildings and new constructions.
