Abstract

Learning to innovate in the world of traffic and transport. On learning skills of those working in this policy area There are different schools of thought with respect to renew policies. Within the realm of traffic and transport the school of realist positivism is dominant. This article addresses the innovative competences from a constructivist perspective. Policy-making is seen as an interactive learning process, more than as a process of controlled reasoning. Personal competences, the formal and informal routines of the organisations and the dominant norms and values determine the space for renewal. Innovation of policies arises from the personal skills of the people within the realm. The article describes the different levels of behaviour of people and organisations within the policy field. For each level, the chances and restrictions for innovative behaviour. The theoretical insights are illustrated with examples from the policy practices on traffic and transport. The examples show that the societal implication of government activities can improve. That demands a shift in focus, from a sectoral perspective into an balanced Perspective with respect to other interests. A Project Team Infrastructure And Environment has organised a Postgraduate course. The article reflects on the results of this course. (Author/publisher)
