Abstract

On October 26th 1986, all local (stage carriage) bus services in Britain will be freed from a regulatory system of route licensing which has existed for 56 years. This paper reviews experience, deriving lessons which may help to predict what might happen under total deregulation. It is concluded that a mixture of costs and benefits including significant distributional effects will be conferred upon both operators and consumers alike.
