Lessons learnt from electronic fee collection in Sweden.

Abstract

In the early 1990s, work started towards implementation of road use charging in the cities of Stockholm and Goteborg in Sweden. This included a chain of activities from R&D, demonstrations, concept definition to detailed specifications. However, the plans were halted in early 1997 due to political and public resistance. This paper examines the reasons behind the Swedish projects and the lesson to be learnt from the implementation process, thus being of use for other countries and cities aiming at the implementation of similar systems. The paper also covers the recent development of road pricing activities in Sweden. (A*)
