Abstract

The council of state discussed and made a note of the document "short-term measure program for improving traffic safety" presented for it at the ministry of communications on 1986. The program contains 24 separate measures. The study includes a prediction of the accident figures between 1987 and 2000, if the program would not be implemented, an estimation of the measures' effects on the respective accidents based on previous studies and the evaluations of experts, the estimated implementation dates for the various measures, and as a conclusion, the estimated annual effects of the whole program on the number of persons killed or injured in the police reported accidents in the years 1987-2000. The various measures start to affect between the years 1987-1993, and their total effect is increasing so that in the year 1987 they save 30 people from death or injury, and in the year 2000 ca. 4,280. If the program was not implemented, the number of persons killed or injured would increase from 11,300 to 15,200 during the study period. In fact, the program would compensate for the additional number of persons killed or injured caused by the increase of traffic volumes. The safety effects were most significant for the safety activities of the roads and waterways administration, the intensification of police enforcement, the improvement of the municipalities' safety work, and the speed limits, which together accounted for a half of the total safety effect of the program.
