In 1999 VicRoads set out to update its Early Childhood Traffic Safety Education Program. The program has been slightly modified since its inception but, unlike the VicRoads primary school program, has never been thoroughly reviewed. The author was commissioned to review best practice from around the world with respect to traffic safety education for pre-school children. As a result of that review VicRoads decided that merely updating existing materials in the Starting Out Safety program including all of its extensions would not suffice. Rather, the review suggested VicRoads needed to consider a revised strategy involving new targets an new delivery mechanisms. (A)
