Abstract
Modifications to rear-light units of passenger cars are only permitted if European regulations allow them. The result is that many new, and sometimes useful, inventions cannot be used. Within the European framework, this is now a point of issue. Within these discussions, the Netherlands needs to make its position clear concerning possible future changes. For this reason, the Netherlands Transport Research Centre (AVV) of the Department of Public Works has commissioned SWOV Institute for Road Safety Research to draw up a criteria document on the relation between rear-light units and road safety.
