This report gives an account of the results of the second phase, called the development phase, of the SWOV Institute for Road Safety Research `location/movement' project. The development phase is divided into the following three parts: (1) To define the data that form part of a location characteristic, and to define the relationship between movement and location characteristics; (2) To describe the interdependence between the characteristics and/or data within and between the various phases of the accident process, within one location characteristic, and between location characteristics; (3) To answer the question which data should be supplied by the police, and which characteristics and/or data can be obtained from other sources; and subsequently, to determine the organisation which might have these data at its disposal.
