De Adviesdienst Verkeer en Vervoer, hoofdafdeling Basisgegevens (AVV/BG) is eind 1993 begonnen met een projectenprogramma dat tot doel heeft een (ver)nieuw(d)e verkeersongevallenregistratie te ontwikkelen, die efficiënter van opzet moet zijn - zowel voor de instantie die de gegevens verzamelt als voor de instanties die de gegevens verwerken en gebruiken. De SWOV heeft opdracht gekregen de leiding van het project uit te voeren waarbij de manoeuvre- en locatiekenmerken van ongevallen aan de orde komen. Voorgesteld wordt de term `manoeuvre' te vervangen door het bredere begrip `bewegingskenmerken'. Het project is opgedeeld in drie opeenvolgende fasen, te weten: 1.Definitiefase 2.Ontwikkelingsfase 3.Implementatiefase Dit rapport geeft een verantwoording van de resultaten van de definitiefase. De definitiefase van het project `manoeuvre/locatie' kent drie onderdelen: 1.Het onderbouwen van de registratie van bewegings- en locatiekenmerken. 2.Het inventariseren en afbakenen van het registratieterrein vanuit de behoefte van het verkeersveiligheidsonderzoek: - aan welke locatie- en bewegingskenmerken is behoefte en welke zouden moeten worden geregistreerd? - in hoeverre voldoet de huidige registratievorm daar wel/niet aan? 3.Het formuleren van voorwaarden om de samenhang tussen locatie- en bewegingskenmerken te waarborgen
Manoeuvre and location characteristics of traffic accidents: towards a new form of registration (part one) The Netherlands Transport Research Centre, Basic Data Division (AVV/BG) commenced end 1993 with a projects programme intended to redevelop or update the road accident registration system. The aim is to improve the efficiency of this registration system, both for the body collecting the data and for the bodies processing and using the data. The SWOV was asked to manage the project, whereby the manoeuvre and location characteristics of accidents are also considered. It is proposed to replace the term `manoeuvre' by the broader concept of `movement characteristics'. The project is subdivided into three progressive phases, viz.: 1.Definition phase 2.Development phase 3.Implementation phase The report gives an account of the results of the definition phase. The definition phase of the project `manoeuvre/location' is divided into three parts: 1.Establish a framework for the registration of movement and location characteristics. 2.Demarcate and take stock of the field of registration, based on the needs of the road safety study: - which location and movement characteristics are relevant and which should be registered? - to what extent does the current form of registration satisfy or fail to satisfy this requirement? 3.Formulate conditions to safeguard the correlation between movement and location characteristics
