Abstract

The project to extend the London Congestion Charging Scheme to the West is now underway. This paper examines how this western extension zone (WEZ) is linked in to the existing system, and how the enforcement infrastructure (EI) differs from the existing system. It looks at the procurement process conducted by Transport for London for the WEZ EI, and in particular thetechnical design evaluation (TDE) conducted on the equipment proposed by two short-listed tenderers. A section looks at the EI in the context of the other work packages associated with the WEZ. Finally progress on the contract to date is charted, possible further developments are discussed.
