Low cost interventions to encourage cycling : selected case studies.

Abstract

This report contains 15 case studies showcasing low cost interventions that have successfully encouraged cycling in Australia and New Zealand. These case studies are examples of infrastructure, education and encouragement projects that are being delivered across Australia to increase cycling participation in line with the National Cycling Strategy objective of doubling cycling participation from 2011 to 2016. The report was prepared to address a specific action point in the National Cycling Strategy 2011-16 which asks for the Australian Bicycle Council to support the publication of nationally-consistent guidance on low cost innovations that will enable or encourage increased cycling. This action point is part of the broader objective (Priority 6 — Guidance and best practice) to Support the development of nationally-consistent guidance for stakeholders to use and share best practice across jurisdictions. These case studies provide practitioners with easy and effective methods to encourage cycling while working within limited budgets. The “low cost” nature of the case studies is especially useful for practitioners operating within local government where cycling budgets are usually in the tens or hundreds of thousands of dollars per annum rather than millions of dollars per annum. The case studies include infrastructure, education and encouragement projects that remove barriers to cycling such as unsafe road environments, disjointed bicycle networks, lack of parking facilities and lack of cycling skills or confidence. A safer road environment can be achieved by using case 4 (Cycle-friendly Street Treatments), case 5 (Shared Path Priority Crossing) and case 6 (Speed Reduction Cushions). Improved bicycle network coherence can be achieved by using case 1 (Infrastructure Audits to Improve Cycling) and case 3 (Bicycle Network Signage Plans for Local Government). Several case studies (2, 8, 9) provide examples of bicycle parking and end of trip facilities. Case 10 (Share the Path) provides an example of a campaign that seeks to promote positive behaviour between users of shared paths. The remainder of the case studies (11, 12, 13, 14) outline promotional campaigns aimed at encouraging cycling, particularly for journeys to work and school. The case studies have been published in this report and have also been added to the wider repository of case studies available on the Australian Bicycle Council website (bicyclecouncil.com.au).
