Abstract

Faced with a disturbing increase in traffic fatalities, the state of South Carolina needed to implement strong countermeasures. However, limited resources posed a possible hindrance to meaningful results. This article describes how the South Carolina Department of Transportation and the South Carolina Division of the Federal Highway Administration expanded their partnership in order to link their respective resources and allocate funds to those measures most likely to reduce fatality rates quickly.
