Low traffic volume highways belong to a category of roads that are normally under the responsibility of Regional Government networks, a point that will be discussed in this presentation. In general, these highways make up a secondary network that provide an alternative link between pockets of population, and in many cases, the only access to these communities. These highways make up the close-knit link that, when extended to the rest of the territory, provides access and inter-communication, even between the smallest centres, and serve as a complementary support to various activities, such as agriculture and its easy-to-assimilate condition that links up to rural roads; tourism and recreation, by providing access to areas of recreational interest, nature, landscapes or history. These highways are also more dangerous (in relation to the amount of traffic they handle) than high traffic volume highways and autoroutes. This situation calls for certain actions to be taken with regard to road safety and road management, but the lack of economic resources makes it impossible. (A)
