Abstract

BETA Information Systems has developed and deployed the Maine Crash Reporting System (MCRS). MCRS is composed of three primary components: mobile crash data collection, import and export, and reporting. These components were created to satisfy the needs of the officer at the scene of the crash to the state engineer interested in viewing crash statistics, along with all other crash data users. Information is recorded at the scene of the crash and is electronically transferred to the state database where it can be viewed and reported upon. Currently, the State of Maine is deploying the data collection component to over 300 local police departments. The project goal for MCRS was to develop and implement a Statewide Electronic Crash Reporting system to meet the needs of the Maine Department of Public Safety (MDSP), Maine State Police (MSP), Maine Department of Transportation (MDOT), Law Enforcement, and other state agencies in traffic safety planning. The project objectives were to develop an automated crash data collection system with a crash location identification function using MDOT's Links and Nodes system. MCRS is designed for the Maine State Police and local law enforcement agencies for use in the police cruiser and includes data transfer (CDPD) and printing capability. In addition, an agency system is also provided to receive all incoming mobile data and to allow data to be entered at the agency level. BETA Information Systems developed data transfer software that enables crash report data to be transmitted using the state Criminal Justice Information Network (CJIN). MCRS validates and stores crash data in a central repository at the Maine Department of Public Safety, with export capability for transferring the data to the Maine Department of Transportation, along with data sharing and access capabilities for other state agencies. MCRS provides analytical reports that are used for traffic safety planning purposes to MDPS/MSP and local law enforcement agencies. MCRS can also be used to create a public use file for public access over the web.
