Abstract

This paper proposes a new freeway traffic management scheme under ubiquitous transportation system environments, which pursues the traffic flow stability to prevent flow breakdown and maintain productivity. In the incident management in intelligent transportation system (ITS), all the actions are taken only after the incident happened and is detected. The ubiquitous transportation system environment makes it possible to detect the traffic instability that leads to traffic incident and to take preventive measuresthrough V2V (vehicle to vehicle) and V2I (vehicle to infrastructure) communications. It is considered that the proposed traffic management scheme significantly improve safety and productivity of freeway systems.
