Abstract

In 2003, Dunedin City Council (DCC) awarded Works Infrastructure (Works) their urban 5–year performance based maintenance contract. Works is required to guarantee all pavement repairs until the end of a one year maintenance period following completion of the contract. In order to manage the above contract requirements, Works has developed a Maintenance Treatment Selection and Design Process for the DCC Urban Roading Network Maintenance Contract. The Manual is in two parts, comprising a field Manual and a technical appendix that links the document to industry standards and contract specifications. Technical decisions are thereby delegated to field staff within the boundaries of the field Manual. This has helped contract performance by empowering staff, who take ownership for both the process and the outcomes.
