A management system for highway pavements.

Abstract

It is stated that an agency which provides pavements can structure its activities within a comprehensive pavement management system. These activities encompass planning, design, construction, operation and research. It is contented that they may be more, efficiently conducted within such a management framework. Several suggestions for determining both initial and long term utility of the pavement management system are presented.
