Abstract

A study conducted of the environment of state and local highway safety program management. The Project was based on the premise that the improvements in program management recommended in the study would be a necessary condition for reducing highway accidents and fatalities through more efficiently and effectively managed programs. Model solutions, based on samples of excellence found in the first phase were developed for state agencies, local units, and state surrogate units that would serve committees that do not have a local agency.
