Abstract

The effectiveness of a road organisation relies on the efficient use of manpower. A system of manpower planning is needed to related personnel policy with the objectives of the organization. A computerised personnel information system can help to speed personnel decisions. It is essential for all developing countries to ensure that an adequate transfer of technology takes place.
