Manila: pushing the envelope?

Abstract

This article considers the use of intelligent transport systems (ITS) technology in the urban area of Metro Manila, Philippines. Economic slowdown has reduced the growth of new technology since the 1980s. Mixed traffic flow conditions increase congestion, the risk of accidents and vehicle emissions. Public transport includes light rail transit, but lack of integration with other services has reduced its potential for use. Traffic management functions have been transferred to local authorities and there are inter-agency co-ordination difficulties. Major ITS-based projects recently included the implementation of the Metro Manila Area Traffic Control system using the Australian Sydney Co-ordinated Adaptive Traffic System; and a major expressway project, the Skyway, although so far this has no traffic control centre, which will need to be the next development.
