Abstract

This report was initiated to develop a systematic, standardized procedure to identify, evaluate and rank hazardous roadway locations and recommend the most cost-effective, low-cost improvements to reduce accidents at these locations. The scope of this project was limited to the following conditions: (i) only roadways and shoulders are considered; and (ii) only improvements which could be implemented without significant changes in roadway alignment were considered. An extensive literature review and a survey of Canadian operating agencies were undertaken to determine what safety improvement programs and techniques were in use, and to obtain effectiveness information for various countermeasures. As a result of these activities, a four-phase methodology was developed, as follows: (1) Identification of Hazardous Locations; (2) Identification of Specific Problems at These Locations; (3) Countermeasure Analysis and Ranking of Improvement Priorities; and (4) Program Monitoring.
