Abstract
This manual is mainly intended to be used by the authorities responsible for safety campaigns. It presents the various stages in the preparation of such campaigns from the choice of topic (changing accident-prone behaviour, innovations in the road safety field, complementary relationships between technical or legislative measures and road safety campaigns) to the organisation of a safety campaign (campaign timing and duration, sequence of campaigns, campaign design), and control of effectiveness (criteria of effectiveness and assessment of effectiveness).
