Abstract

This paper describes a number of highway congestion drivers' characteristics. These are compared with average car drivers' characteristics. The comparison is based on a questionnaire survey among car drivers who use structural congestion highways, and the 1995 national Time Budget Study. The results show that congestion drivers are highly educated, have a high income, are less flexible in choosing their own working hours, their commuting expenses are refunded by their employer, and more than half of them gets into a traffic jam at least four times a week.
