Abstract

This paper has identified a set of urban goals that are often the basis for desire for transit improvements in cities. The extent to which contemporary transit technology and knowledge can achieve is in question. Transit often fails to achieve goals because of lack of knowledge of its impact, limitation of performance of transit hardware, its high costs and the institutional environment within which it operates.
