Abstract

Extensive data collected in the Baltimore Harbour Tunnel were used to determine the transition probabilities of the control system under each alternative. The rewards associated with this transition were obtained by applying a model that gives consideration to the actual flow at the bottleneck and the average speed associated with such flow during each transition interval.
