Abstract

In regard to the reduction of crashes caused by excessive drinking and driving, the enactment of strong laws, and the stringent enforcement of those laws by the courts and police, have not by themselves, been proven to be an effective countermeasures. The Administration Adjudication of drivers convicted of driving while intoxicated as a first offence would greatly increase the arrests and convictions of drunken drivers, and through repeated arrests, would provide the authorities with an indication of his drinking problem. This increase in DWI arrests and simplified judicial process will serve as a new means of the early identification of existing or potential alcoholics.
