Abstract

This report weighs up the advantages and disadvantages of introducing the following measures, either separately or in combination: (1) a general 30 km/h speed limit throughout built-up areas in the Netherlands; and (2) discontinuation of the rule that at level, uncontrolled intersections, slow traffic should give way to motorized (fast) traffic, regardless of their approach direction. This rule is currently applied only in The Netherlands. The report discusses extensively under which conditions and within what period of time their introduction could be realized. One important criterion for the general speed limit introduction is that it is likely to be of considerable benefit. One criterion for the discontinuation of the priority rule for motorized traffic is that detrimental effects on slow traffic are not expected under any conditions. It is crucial that both measures `fit' into the development of a `sustainable safe' transport and traffic system. It is concluded that either measure could fit into the planned development of that system, provided that the conditions are met. It is anticipated that this will not be the case in the short term. The suggested alternative is to opt for a stepwise approach. Although there are clear relationships between both measures, it would be not wise to assume that they need to be introduced simultaneously.
