Abstract

Techniques for evaluation of effectiveness of highway safety programs within the framework of a broader safety program management system are discussed. System elements are defined as (1) identification of safety problems (2) development of alternative solutions (3) evaluation of alternatives (4) development and implementation. of the program (5) evaluation of individual projects, and (6) evaluation of programs.
