Abstract

This paper looks at strategies which promote the development of a road safety culture in New Zealand, discusses the indicators of the development of a road safety culture, and suggests how trends in the development of road safety culture might be measured. Awareness programs, road safety education, traffic engineering, and Police enforcement are examined as ways in which a safety culture may be developed in the community. The indicators which show trends in the development of safety culture include changes in road user behaviour, priority given to safety engineering, and legal and political changes. The conclusions suggest trends in the development of safety culture might be measured using the indicators described measured using the indicators described in the paper together with information gathered from the community.
