Abstract

Some of the deficiencies are considered and a new set of criteria based on traffic bunching (or platooning) is suggested. Observed traffic bunching at four rural highway locations was compared with simulated bunching for the same conditions, and a fairly close agreement was found. The simulation was then used to determine bunching criteria which correspond to the traditional level of service definitions.
