Medical considerations in the issuing of driving permits.

Abstract

Judgements of mental and physical qualifications to drive safely have so far been related to the influence of pathological conditions per se, rather than to performance in the driving task. Little is known about how various medical conditions influence the safe operation of vehicles except in fairly extreme cases. To obtain a permit a person should not only be a competent driver, he should also be mentally and physically capable of driving. Accidents would be reduced if both requirements-skill and health were present in each licensed driver. It can be even more positively stated that improving other elements will not compensate for on public roads.
