The Netherlands have a problem of traffic- congestion. Recently the "Tweede Struktuurschema Verkeer en Vervoer (SVV2)", the policy for traffic and transport till the year 2010, is published. Can SVV2 offer a stable solution for these problems? The conclusions are:Investment in road- building and the introduction of road- pricing don't assure the improvement for the business- traffic, the transport of goods and the environment.The financial policy has to give priority to the public transport, the transport of goods and the business- traffic.
