Abstract
A Selective Traffic Enforcement Program (STEP) on seatbelt usage applied to 8 different areas in 1986 prodded a 32, 5% increase on average in the use of that safety device. Eight program elements were examined to determine the most effective. Results clearly point to the important role of media publicity and police surveillance.
