A method of evaluation for urban transport investments.

Abstract

A welfare theory based framework for the evaluation of urban transport investments is described. The framework is developed in terms of demand schedules for aggregate accessibility and aggregate environmental quality, several measures of accessibility are discussed and it is suggested that the community has to pay for this accessibility.
