One of the European activities in which Direccion General de Trafico (DGT ahead) has taken part for several years is the Euroregional Projects. The main purpose of these Euroregional Projects is to implement new ITS technology and telematics systems to improve the traffic conditions and assist users in areas or regions of the European Union (EU) with common problems. One of these Euroregional Projects is ARTS (Advanced Road Telematics in the Southwest). The project covers the ARTS corridor which links the traffic coming from Portugal with France using the South Atlantic axis. ARTS undergoes many activities, in co-operation with other countries (France and Portugal) and under the funding of the European Commission. One of them is the development of Traffic Managements Plans for winter problems. These Plans are needed to solve serious problems at European level and should be developed in accordance with local or regional plans developed with the same objective in each country. The most important innovation provided by this activity is the use of a methodology based on 'Decision Tables' to assign levels of severity to the different situations that could appear in case of snowfall, and then, by following previously established procedures, solve or minimise the problems.
