Abstract

The establishment of cost effective frictional requirements is a policy issue which requires tools to consider the interaction of highway, vehicle, driver, and environmental factors at specific highway sites. A methodology has been developed, in concept, to satisfy this need. Current ongoing work is directed toward the practical development of this methodology.
