A methodology for integrating environmental concerns into transport planning.

Abstract

This paper sets out an approach by which the consideration of environmental issues and the implementation of environmental policies can be properly integrated into transport planning. First, current approaches to transport planning and environmental assessment are described. The paper considers some of the attempts which have been made to combine transport and environmental considerations into a common approach, with varying degrees of success. Following this, a framework for an integrated approach is suggested, based on the common elements in transport planning and environmental assessment identified previously. This will also include some discussion of the practical problems which may be associated with such an approach. (A)
