Abstract

The purposes of this report are: • summarise the methodology and findings; • to describe future studies based on this work and • to make interim recommendations. This summary report is based on four reports prepared by Mike Gadd as part of a contract with Transfund New Zealand. These four reports have been collated in Transfund Review and Audit Division Report no. 96/5545. Copies of this report are available from Transfund's Safety Audit Manager on request.
