Abstract

Theoretically, speed enforcement on provincial and municipal roads is an effective means to reduce the number of traffic victims. A step into the right direction was taken by using the area-based approach to speed campaigns in the last years. However, the effect of this approach was insufficient. The question is: how can it be better? This report describes the SWOV experiences gained from various forms of surveillance and publicity on the lower-order roads. The report deals particularly with the area-based approach to driving speed.
