Ziel des Modellversuchs "Move - Modellprojekt Fahranfänger" war es, neue Maßnahmeansätze für die Zielgruppenansprache der 16- bis 24-jährigen Fahranfänger zu entwickeln und zu erproben. Kernelemente des Projekts bildeten die Durchführung von Projekttagen an Schulen sowie die Entwicklung und der Einsatz innovativer Anspracheformen. Hierzu führte die Landesverkehrswacht Sachsen-Anhalt in den Jahren 2003 und 2004 insgesamt 90 Projekttage zur Verkehrssicherheit an Gymnasien und berufsbildenden Schulen durch. Die formative Evaluation leistete die Konzeption und Erprobung der innovativen Maßnahmensätze des Modellversuchs. Die Projektumsetzung war dabei systematisch zu beobachten und auszuwerten. Als Ergebnis der formativen Evaluation wurde ein differenziertes Instrumentarium zur Dokumentation und Bewertung von Projekttagen zur Verkehrssicherheit an Schulen entwickelt und angewendet. Die Instrumente geben Kriterien für das Veranstaltungsmanagement und die Qualitätssicherung der Projektdurchführung an die Hand. Auf Grundlage der Projekterfahrungen wurde ein Leitfaden für die Durchführung von Projekttagen erstellt, der im Bericht dokumentiert wird. Im Verlauf des Modellversuchs wurden neun inno-vative Anspracheformen ausgearbeitet. Sie umfassen überwiegend Gruppengespräche oder Workshops mit Jugendlichen. Die Anspracheformen sind konsequent auf die Erfahrungsbildung und die aktive Auseinandersetzung der Jugendlichen mit dem Unfallrisiko ihrer Altersgruppe ausgerichtet. Sechs Anspracheformen wurden in 21 Einsätzen erprobt. Die Anspracheformen des Modellprojekts werden im Bericht für die weitere Verwendung abgedruckt. In dem Modellversuch wurde deutlich, dass eine qualifizierte mobile Zielgruppenansprache junger Fahranfänger nur mit qualifizierten Mitarbeitern und in Kooperation mit örtlichen Partnern gelingen kann. Für die weitere Zielgruppenansprache an Schulen werden deshalb Projektansätze empfohlen, die auf eine aktive Mitwirkung der projektbeteiligten Schulen und der Jugendlichen zielen. Für die Durchführung sollten neben ehrenamtlichen Kräften der Verkehrswachten auch freiberufliche Moderatoren gewonnen werden. Bei ihrer Auswahl ist vor allem auf didaktische und kommunikative Kompetenz im Umgang mit Jugendlichen zu achten. (Author/publisher) Titel in Englisch: Mobile road safety training for young drivers English Abstract: The objective of a field study "Move - Model Project Novice Drivers" was to develop and examine new approaches for addressing novice drivers in age group 16-24. Key elements of the study comprised project days staged in schools and the development and realisation of innovative means of communicating with young people. To this end, altogether 90 project days in grammar schools and vocational training schools were carried out by the traffic monitoring body of the state of Saxony-Anhalt in the years 2003 and 2004. The conception and the testing of the innovative approaches set up in the model project were both provided for by the formative evaluation. lt also served to systematically monitor and analyse the realisation of the project. The formative evaluation resulted in differentiated tools for documenting and assessing project days in schools held on the subject of traffic safety, tools which were developed and put into pratice on the occasion. These tools supply criteria for managing such events and assuring quality of procedure. Based on the experiences made, guidelines for the performing of project days were drawn up and are documented in the report. In the course of the field study, nine innovative forms of communication evolved. Predominantly they consist of group sessions or workshops held with the young people. All means of communication are stringently directed towards raising awareness in young people and actively confronting them with the accident risk their age group is prone to. Six different means of communication have been tested on 21 occasions. All means of communication featuring in the model project are stated in the report for further use. The field study clearly showed that addressing a target group of young novice drivers in a qualified way and on a mobile basis can be successful only with qualified staff and in cooperation with local partners. For future communication with the target group in schools, we therefore recommend project approaches which aim at active involvement of the schools and their pupils. From the organisational point of view, next to honorary staff of the traffic monitoring bodies professional moderators should be involved. Their didactical and communicative competencies in relation to young people should be made the decisive factor for their recruitment. (Author/publisher)
