Abstract

Various measures in the past, taken to diminish mobility problems, appeared to generate effects that are counterproductive. The policy is lacking in specific behavioural goals, and decisions appear to lack insight into behavioural mechanisms. Various approaches are used, such as utility control, and social psychological theories of attitude related to behaviour. All these approaches appeared to lack ultimate effectiveness: an approach based on the human problem-solver may be more fruitful. (A)
