From modality to mobility : the chain approach to passenger transport.

Abstract

This paper focuses on the strategy and experience with the introduction of new telematics services within the so-called `Chain approach to passenger transport' in the Netherlands. This concept is aimed to contribute to the modal shift from car mobility towards new services in passenger transport. The implementation of new telematics services plays a crucial role in the realisation of this concept. However, the scope of the concept involves a great number of parties, a complexity of relations and interests and a wide spectrum of technologies. Within the framework of a telematics policy, the Dutch Ministry of Transport, in co-operation with stakeholders, has developed a vision and a clear set of roles in order to accelerate the process of realising the future with the chain approach to passenger transport. The state of the art in the Netherlands is described in two cases that underline the chosen implementation strategy.
