A model for the economic evaluation of rural highway reconstruction projects.

Abstract

The model is concerned with the determination of road user vehicle and time costs. Other cost estimation is treated in less detail. The computer model can be used to determine the net present value of proposed reconstruction projects which are competing for budget allocations. It is found that the results were insensitive to many factors but that traffic volumes in particular should be estimated accurately. A discussion is added.
