Abstract

The study found that national record keeping systems do not permit evaluations of countermeasure effectiveness because they are accident oriented rather than site oriented. On the other hand, State record-keeping systems can provide the data to perform such evaluations. State systems can also provide the means for storing and maintaining the safety projects evaluations performed by traffic engineers. A model system for evaluating safety projects is described.
