Abstract

This investigation examined the decision-making process by which traffic engineering decisions are made in urban areas and developed a methodology that could be used to analyze and improve existing decision making procedures. A decision making model was constructed consisting of three elements; traffic engineering functions, decision making participants, and the decision making process, which interact within boundaries established by a series of external constraints.
