Abstract

This Memorandum primarily develops a conceptual framework for a model relating traffic-accident causes, consequences, and the safety activities for ameliorating them. Secondarily, it is an attempt to identify the research needed to convert this conceptual framework into an operational model of practical use to decision-makers. An finally, an attempt is made to synthesise an actual model, albeit a highly aggregated and qualitative one, that related the events leading up to and culminating in the instant wen a collision physically begins - a model, in short, of the pre-accident phase.
