Abstract

Mostly bicycle facilities are not planned because of a shortage in the capacity of existing transport facilities. The capacity of the transportation system is big enough to handle the bicycle transport. However, the necessity of making bicycle facilities arises by the fact that the existing transport facilities are too dangerous for cyclists merely caused by car transport. Therefore it is better to use criteria such as the expected accidents, possible injuries etc. instead of the bicycle flows.
