A modern highway code for Delaware.

Abstract

In drafting a highway code it is difficult to foresee all the problems that may arise. For this reason legislatures of a number of states in recent years have adopted statements or declarations of legislative intent. In enunciating such broad policies the legislature provides the framework within which highway officials are expected to carry out their responsibilities, in the event specific activities are not precisely spelled out in the law. Courts can look to such policy when ambiguous situations arise which require judicial settlement.
